R: I do think that if we move 4000 up to the border it would be a good thing. I talked to Rusk -- 4000 would not help a bit. K: When are you getting in? R: Thursday night. K: I'll be in L. A. until late on Thursday. R: Press conference? K: Yes. R: If I need to get you tonight, can I get you? K: I'll call you if I have any problems.
