The Attorney General:
7/28/70 3:15 p. m.
AG: I hope some rationality approaches this tariff bill and that
the President doesn't get himself in any more boxes with veto statements.
K: I wish you'd talked to him. He's under enormous pressure
to go the other way.
AG: Yes, and I understand you are one of the ones pushing him
that way.
K: No, I think foreign policy consequences of the shoe bill would
be unfortunate.
AG: He has a tremendous amount at stake in the textile issue.
K: No, I used to be ahx hard liner on the textile thing, as you know.
But as it stands now I am not up enough on the other.
AG: He ought not to take the veto because that's putting off his
friends and helping his enemies and if this Administration works for the
reasonable whole they have got something good. As far as the oil import
quota is concerned, I think you could get something useful.
K: What do we do about shoes
Ag: We should turn it to our advantage to get the best will we can.
If it comes out with the textiles, shoes and oil import quota, I think he
ought to veto it. The shoes are not of that magnitude.
K: I wish you would call him.
AG: I will do that. I had reports that you wanted it vetoed.
K: No, I just think if he wants to veto he should get the bill
sufficiently bad that he's got a good excuse.
AG: Yes, but you can't do that before the Christmas tree has
been decorated. The other thing I had for you is that Javits has been
bugging me about the relationship between the White House and the
Senate Foreign Relations Committee. Now he's asking for advice from
me.
K: Well, the President is not prepared to see Fulbright and Aiken
which was his suggestion.
AG: His suggestion to me gets right down to seeing Case and Javits.
