    "ocrText": "-2-\nSo you wouldn't hold up with sacrificing Whiteman but get your money\nto go ahead with it. I am talking about 60-70 Senators rather than\nhaving it squeeze through. My own plea with them is that I don't\nwant a confrontation with Senators and President and if it is at all\npossible, I WO uld like to work out vote of confidence. There is\ngoing to have to be some sacrifice. The question is where can we\nsacrifice wxtxxhe without injury to your bargaining xxxxx position.\nI have been working like hell to get as many signatures as possible\non this amendment. Cooper says we are on right track. We have\nto put amendment in on Monday. He said he might vote for my\namendment. Now the question to you is I'll call Laird and talk\ntalk it over with him. I did not get through to Rogers.\nK: Well, we have Rogers here SO I can talk to him.\nP: You can report to him. I have been on this steadily. We are making\nprogress. We are a lot farther than a few days ago. I think we can\nprevent amendment from being put in. I think we could procure for lead items at\nWhiteman and an adequate allowance to keep your production facilities\nin a state of readiness. I had told Abshire and the group that I was\nwilling to throw out my calendar. I would sit down with the paper\npeople and figure out what the problems are SO that the Soviets won't\nsay by X delay we cut gaining anything. We want limitation on SS-9s\nand SS-11s.\nK: Let me think about this and talk it over with President and Rogers\ntoday. I think this is a reponsible proposal."
