-2- So you wouldn't hold up with sacrificing Whiteman but get your money to go ahead with it. I am talking about 60-70 Senators rather than having it squeeze through. My own plea with them is that I don't want a confrontation with Senators and President and if it is at all possible, I WO uld like to work out vote of confidence. There is going to have to be some sacrifice. The question is where can we sacrifice wxtxxhe without injury to your bargaining xxxxx position. I have been working like hell to get as many signatures as possible on this amendment. Cooper says we are on right track. We have to put amendment in on Monday. P: You can report to him. I have been on this steadily. We are making progress. We are a lot farther than a few days ago. I think we can prevent amendment from being put in. Amendment to strike out xxxxxx all of Phase 1 as well as Phase 2. K: Striking out Phase 1 is SO unbelievably responsible that I can't imagine P: There are a copy of Senators who saidit and said if it didn't go in they would like it to go in. Will you be back Tuesday. K: Yes in the morning. P: Why don't we get together on Tuesday, if you have time, after you have had a chance to think about this. K; Let me make sure I have this -- You think you can get them to go along with Phase 1 and permit advance preparation at two of the three sites but not deployment. P: Simply have deployment now at Whiteman. XXXX Only advance preparation in this year's authorization. We don't want to loose momentum on production. I think we could procure for lead items at Whiteman and an adequate allowance to keep your production facilities in a state of readiness. I had told Abshire and the group that I was willing to throw out my calendar. I would sit down with the paper people and figure out what the problems are SO that the Soviets won't say by X delay we cut gaining anything. We want limitation on SS-9s and SS-11s. K: Let me think about this and talk it over with President and Rogers today. I think this is a reponsible proposal.
