L: I wanted to make sure that everybody I called earlier as far as the WH is con-
cerned on Cambodianxex raids that everyone handles it the same.
K: We won't say anything.
L: We have to get guidance to Phenom Penh.
K: We will shift it to you.
L;
Do. X I had a bad day on the Hill on that. There's no problem but we don't
want two different stories going.
K: We will say the pllicy is as the President stated and anything else go to Laird.
L: They had a very high level straget strategy meeting as far as pox oppostion is
concerned and the budget on appropriation foxx is to be delayed until after the
kexex elections. Tjey will work on the 13 others and then XX say they have
increased the budget and say the Defense bill
K: And cut it. That's what they will hold out.
L: Right. A high level decision as far as they are concerned. XIxhax
K: That's cheap.
L: So we won't have '71 budget until Jan.
K: Nothing we can do?
L: They will take off for 3 weeks for elections. I will attack them some.
K: When will they vote on the ABM?
L: The appropriation after Nov. and the authorization early next month. The
appropriation is important because that's where the meney is.
K: How is the vote going?
L: All right. I picked up a pair today and I am having lunch with Pierson. I am
working on him. What I am doing -- on the 171 gudget I am hardlining it.
K: That's good. That won't bother us.
L: The delay makes it difficult to administer the Dept. because I will have to
