On the secure phone-- very difficult to hear
S:
said look that was part of a comprehensive approach and he
had the feeling that it was of special interest to the Soviet Union and not
the U.S.
K: Who said this?
S: Manhanov (?). He would be the first to say let's postpone it. ? ? ? ?
I really said I thought there was no difficulty with it regarding one side or
the other but it inovlved other people. I was XX afraid to put it in a telegram]
because some people might say forget it and others want to keep it open.
K: How should we persue it?
S:
Get the other ? ? ? ? in . I didn't report in a formal telegram but I XX
could do it in a backchannel. The State Dept. would just say that's the end
of that.
K: Did you tell him the door is not closed to it and that's on the authority
of the President? What you said is correct.
S: I will do that at the first opportunity.
K: Put it in a backchannel or letter.
S: Do you see any difficulty in Nov. 2?
K: No. I wouldn't squeeze them.
