K: We can't just let the agencies make an agreement and then force us to agree
to it.
X: What Packard is going to tell Rogers is what kind of package they
think feasible.
K: Yes, but you know their attitude--they - - don't care what's technically
feasible. If the President were to ask me the issue, I would have to say that
ISA is just against giving them anything.
S: I know. I am trying to figure out how we can have a meeting of the NSC
Review Group which
K: I would just call it.
S: Okay, and when I get word there is such a meeting
K: On the basis of this memcon.
S: Excellent. In the morning I will say Rabin saw Henry on this and Henry
has called a meeting of the NSC Review Group--why don't Alex and I go with
Packard
I will do that when your secretary confirms to me in the
morning that you called that meeting. There's not even any need for you to call
me. I will set this.
K: Excellent.
