K: You go to the Under Secretaries meeting for me. And the
President does not want the supplemental now unless there are over-
whelming reasons for it, and he'd like to have them all together.
He figures that the worst he can get is no worse than he's got now,
and if things go better, this fall, he'll be in a better position.
