The other alternative is: we would try to actually reopen the text--get Jarring to reaffirm: "The UAR, Jordan, and Israel advise me, as stated in the attached documents [The Israeli letter which has been circulated, the Egyptian letter and the Jordanian letter] that they agree to the proposal of the U.S.:" then the rest reproduced. I don't propose to tell the Israelis anything--let us see what we can work but in New York. K: What do you mean by that? S: Charlie is talking to Ralph Bunch. If they are willing to proceed on that basis then we know whether to go ahead K: On the basis of option two? S: Option 2 or the other option. K: And that's acceptable to the Arabs? S: That's the risk we take. Both sides would have to close their eyes. Let's see which way New York is leaning. K: Do you ever play it safe?
