. (Lairdyelling and screaming that he has to take another defense cut.
S: What does that mean?
K: A balloon (?)( in '71.
S: I will find out about it.
K: He says he doenn't want a piece of paper from you. Hewill get the House
to get it.
S: I will check on that.
K: On that he basis an accelerated troop withdrawal from VN.
S: If it's going to be cut it seems to me we should do it.
K: It's bad policy for the Secy. of Defense to tell his staff he is for a higher
budget and then ask Congress to cut it.
S: That was a weird meeting.
K: We were reversing courses SO fast my head was spinning.

S: David got that message. XUXIX It's an appealing statement to have to make.
With lack of appreciation of volunteer armed forces.
K: The thing that
me at these meetings is that no one has to think
they are making history.
S: How is your schedule this afternoon?
K: It's almost impossible. Do you want to talk?
S: I had a discussion with Rogers about an hour.
K: You will find him a vicious fighter.
S: I said we would talk in S. C.
K: Maybe we can talkafter dinner tonight or in Calif.
S: But what will he do inbetween?
