Judging from the manner in which the Washington Post played our
briefing, we are the perfect combinatian.
K: I was delighted with it.
S: I am just getting to you a copy of a telegram which we want out quickly.
It's a strong message to Wally deskings telling Israel to get off this thing.
A public statement and they would make one. Please look at it.
K: If we are going to push them around some more, we should do it compas-
sionately.
S: No. A little grating has to occur. They really wanted that package.
K: Are they getting that?
S: Yes, and you will see what it is in the package.
K: They complained about limitations this weekend.
S: I have given Rabin
planning. I am waiting for a reply. I
said let's get the principle established and then look at the numbers. The
conditionality was that this wouldn't be used XXXX except in violation of the
ceasefire.
K: I (or he) said limitation in geographical area.
S:
The sentence which Defense gave them said limited to 50 km. I have
given him a formulation which says 50 km or a zone from which the
SAM's can fire within the 50 km. zone.
K: Is that acceptable?
S: I don't know. We are awaiting his reaction. They are getting back to
me without being too official.
K: It depends on how much we can dampen theirxxxx hysteria now.
S: We have to call off on both sides. The Secy. conveyed to me the President's
very strong feelings on this.
K: Oh, oh, I wouldn't --
S: Look at this message and see what you think. It's a very strong message,
