I want your assistance on something.
K: The President doesn't want to participate in that
Y: I realize that. I wonder if you could give me XIXIXXXX more background.
I want to reply to U Thant to turn it off but as inoffensive as possible. Any
background? I want to be sure we have our rationale (?) straight.
K: He doesn't want a 4 power meeting under U Thant's auspices and doesn't
particularly want a 4 power meeting at all.
Y: He hasn't decided how long he will be here?
K: 4 days.
Y: ?????
K: Which day?
Y: 22nd of Oct.
K: That's a day he was going to be there. Don't you think that Pompidou won;t
come either?
Y: I don't know about that. Is that your information?
K: We have no information.
Y: I don't know either. I will put it frankly if that's the situation. I presume
if the others come he will meet them individually.
K: Certainly. He may give a reception for all heads of state.
Y: I will just put it frankly to the Secy. General if you see no objections.
K:
You are going to get a message - 00 he talked to the Secy. in the same sense
You will probably get a State message to that effect.
Y: I knew the reaction was negative but I wanted to have the reasons and put
it frankly to U Thant.
K: Yeah. That's essentially what I know.
Y: I will plan to do that tomorrow unless I have something in the meantime.
K: I have to go back to the briefing. Nice to talk to you.
