K: The problem is this--is there no way of extending it? The
President is moving in a favorable direction, but if you press him to
decide tomorrow, the answer will probably be no. If they could get
a
month extension there would be no possibility that we would ask for
another extension after that.
S: Can I say there is a shift in feeling?
K: Yes. But can't they put it on the grounds that all the senior
officials are on vacation?
S: Would you mind if I asked Ambassador Beam to go along to
give it a foreign policy overtone?
K: Just say it is a technical issue of assembling people while the
President is on the West coast. It's better not to have Beam go--there
is an implication of blackmail if he goes.
S: Okay.
K: See what they can do. I will be abhélable this weekend.
S: Good. But I can imply that there is a shift in the winds?
K: Yes, definitely.
