TELCON
Rogers/Kissinger
late morning 10/6/70
R: I think it's good. I don't like the way it starts. xxxxxdxxxixxx It sounds as if
he went to see Habib and Bruce and decided this.
K: A wrong thought. Good point. Essential. I agree.
R: Instructions in Paris but it's something we have recommended for months.
K: In the NSC system for 6 months.
R: It sounds as if he saw Bruce and Habib and decided to do something.
After discussion with pr inciple advisors I have decided on a new initiative for
peace. On page 3 -- I don't think we should have ? ? ?
?
K: We had the Middle East and I took that out.
R: The ceasefire will be supervised.
K: I will check with him.
R: It looks as if no possiblity before.
K: It wouldn't fail for X lack of supervision.
R: A negative point and it sound S like we would change if we had it to do over again.
We wouldn't. Did you see Eden in the London Times? Very perceptive. It
isn't necessary. It's a difficult picture.
K: If the President should feel differently, I will make sure you can talk to him.
I don't kixx think it's one people should fall on their swords on. Whatever went
wrong on the M. E. ceasefire want wasn't for lack of supervision.
R: It's damn complex and has to be supervised. Page 7, I don't like "two years
ago this week.'
K: The casualties?
R: I think the figure this week is good.
K: We were thinking of dropping the whole paragraph.
R: Could say two years ago X number and the last couple of weeks it's
X and this week it's X.
K: That's better.
