K: Well, he'll support it won't he?
L: MXXX Yes. Henry, I've got a problem with my Congressional
thing. They are saying that the President rejected the German offer on
burden sharing. We always said that we would rather have them burden
share by increasing their military contribution, but Schmidt says they
can't increase the military contribution. I've been putting a certain
amount of heat onthem. They've gone down each year. So
says we put $14 billion into overall NATO. We have got to be careful that
we don't give the impression that they don't have to share militarily.
They somehow have the impression that we are turning down their offer
to contribute in the infra-structure.
K: When the President talkedto Brozio he said we also wanted
an increased military contribution.
L: But then we get the work from Bonn that they are saying the
President turned down the burden sharing
We've got to be
careful not to shut off everything. Schmidt says he can't give anything
further militarily. Now he thinks he's home free.
K: No, we're not doing that.
L: If a country can't come in with military burden sharing then
we don't object to great contributions in the infra-structure.
K: No, we would rather take the other than nothing.
L: Right, and that's the way we should look at it. We've given
them the impression that the President wants no burden sharing in the
infra-structure account. I'm going to sent you a memo on this.
K: Good. Send me a exercise memo and send me some proposed
guidance for our ambassador.
