And what did your friend say? Just listened? K: He listened and said you know my situation which is very difficult. Your friend repeated it. He pointed out that there had been primary discussions and we could come to an agreement. Your friend said he didn't want to order it from Washington. He had to give your people a chance to talk to him and he is prepared to order it and he had re-assured that to you. Y: Did he say it to your friend? K: Pretty much. My friend is under the impression he will do something. Y: Yes. It is a matter of political style. Your friend isxthx under the impression that this time it will be done. K: If it fails this time there will be a serious crisis of confidence and I would not feel I could deal with Japanese affairs again because I would feel I wouldn't know how to do it. My view is less important but my friend would take a dim view Y: What is the situation between you and Flanigan? K: He follows my direction. Y: He works under you. K: Parallel to me but on basic strategy he follows my direction. He is an expert and I am not SO on individual items he will have the last word. If you and I agree it will be done. Y: That's right. K: There will be no problem on our side. You have to make the move. I want no misunderstanding because we cannot make any changes in our proposal. Y: My understanding is that already though it is not expressed officially in the press that after the negotiations have started and will continue between that gentleman and our permanent representative there. K: That's right.
