K: earlier the better because it gives us time to work with Congress.
Y: Nov. 10 is the deadline.
K: It can be the 15th. That's the deadline because that's when they XXXXUX meet
and once they pass the bill it's harder for us.
Y: The bill or the clause.
K: I think we can veto the will.
Y: I must talk to my friend in the best way. I will do my best. I understand
