L: I have made those calls and I don't think there's any problem. I think
it is best to get an intelligence -- do you want me to send over that piece
of paper?
K: Could you? We will get a position. Bill was terribly worried. He knew the
President would be upset.
L: I will send you the piece of paper. It's -- on Geo. Wilson thing -- it's
right out of Tel Aviv. He has his pockets full. He comes out with the stories
and the NYTtimes picks it up.
K: That;s good to know.
L: I will get word to State so they will know Geo. spent that time over there.
The other item is the implementation of the Blue Ribbon Panel report. We will
do some things in the procurement area. I will make a recommendation but we will
not do anything about it.
K: The President wants to talk to you about that.
L: I wouldn't circulate a paper on that.
K: So long as nothing is done before the President can discuss it with you.
L: We have a lobbying operation going on and it's best to keep the President
out of it. They are dreaming up things that aren't even in the offing. Before
we do anything, we will be in touch
K: A number have gotten to the President. I was going to write you a letter asking
you to be sure to MN
that scheme.
L: I hope not. It will slow us up.
K: I will try to get ? ? ? ? ?
L: It's better to let that ride. Dave is working on that. We haven't anyhing
to put into effect. Before we do we will discuss it with him. The point is that
these people are lined up waiting to come in and talk about it. It's good to have
discussion and at the same time I don't want to kick the commission in the face.
I got word that the President was going to put in a separate area on

K: The President won't do anything in Defense he hasn't discussed with you.
L:
It needs more thought. XXXXX When I am asked about it, I say wex are studying
it.
K: The President will not sign a piece of paper on Defense organization that hasn't
come throught you.
L: We haven't made any decision on that. We are in secret ? ? ??.
