Y: We have met a couple of times.
K: I remember very well.
Y: I just heard something and haven't verified it yet. It was a radio
report that the U.S. was the only nation in the world that hadn't sent
a congratulatory message prior to the inauguration of Allende. I
wondered if you had been involved or had given it any thought.
K: It is true we haven't sent a congratulatory message, but not true
we are the only one. Most of the West European countries haven't
done it yet.
Y: I wasn't sure of that.
K: He isn't inauguated yet.
Y: Not until 4 November.
K: I take it you think we should.
Y: I don't know what the protocol is in these matters, but
K: We are sending a delegation to his inauguration. The Assistant
Secretary of State for Latin American Affairs, as the President's
representative.
Y: XX I think that's excellent. I am of the opinion that that situation
is not necessarily as bad as some people might think it is and that we
should not shove things in the direction of crises. That's all.
K: We had deliberately refrained from taking any measures. We are
continuing our military aid program, and things like that.
Y: Franklin Murphy and I are talking on Friday about our program there.
K: You mean UCLA's program? We would certainly want you to
continue that.
Y: Thank you very much.
