It would give an impression of frantic activity.\nR: Did you have any discusion with Dobrynin on --\nK: They wanted to reaffirm it. They are interested. They are prepared to\ndiscuss it\nterms of agenda. Two problems -- looked like an election\nploy and it looked like a sudden change to them. I am sending you the note. It's\nvery brief. They specifically reaffirmed the invitation and interest.\nR: Just the election ploy is understandable.\nK: I told you, from our point of view I am not sure it's not a blessing. We\nwould have had a lot of explaining to do.\nR: I don't see why we should announce it so far in advance. Some in advance but\nK: Jan. or Feb. we might need it. I don't think it would add to the situation.\nR: Other talks with Dobrynin.\nK: There were no other talks.\nR: When you saw him in NY they didn't indicate it was all right and then back\naway from it?\nK: He asked when we wanted to announce it. Hethought the 30 th and I said the\nPresident thought the 29th. IHe said I would have an anser by next week. 99%\nof discussion was Cuba. I have written that up and will let you have it. Other\ntopic was just to clarify between the 29th and 30th.\nR: I saw him at dinner last night but he didn't raise the subject. We will let\nit stand.\nK: Maybe in late Nov. or Dec. you could start generally talking about an agenda.\nI don't want to get in it.\nR: On the other subject, tell the President there's is nothing that isn't contrived.\nK: If you try you pay for it later. In fact, now it will look obvious. Many\nelements of the buraucracy would say they hadn't hear of it."
