[paraphrased] TELCON Mr. Kissinger/Marty Schramm, Newsday 6:59 m., November 23, 1970 K: I read your articles, I noticed you quote my jokes as anti . S: Oh yes, that wasn't such a bad joke. K: I've got to run, what's your problem? S: Picked up Fulbright and some others on the wires, the rescue operation in North Vietnam opens the door, amounts to secret (?) invasion. What I'm getting at two things: (1) Do we consider this to be any kind of precedent. K: This operation was designed to save American lives. I can't understand how anybody can take this view. ??? Goddammit, I literally won't believe how many . Why would we land men there, we could do more damage by dropping bombs. S: Risk lives going into POW camp ??? K: If they want to risk their lives to save their fellow soldiers. We always knew the intelligence was several weeks old but for the sake of prisoners who had been there for 5 years ? S: The other area I wanted to ask about, the matter of intelligence. Di you learn anything you didn't know before? K: We knew exactly how much lag time we had. You don't think a camp would be abandoned, we knew some people would be moved but we hoped to save some. Can't tell you any more than that. S: How do we know that people were dying in POW camps? K: I think we were notified about that. S: How long has the President considered doing this? K: Started in August. Final okay wasn't given until later. S: Why this time, obviously a companion to the other? K: We had to wait for certain weather conditions to do it. Certain conditions either to be done now or at the end of January when the probability of rain was most. S: Had something to do with electronics?
