Y:
It is the sincere request of my friend we need to have an
agreement.
First, my friend should like your friend to reconsider and
if possible at all to accept our proposal of the description of 17 items
under six groups. We know from the formal expert meetings you
have to have TQ211 and TQ121. If that is so, would it be possible
to have them on the list of 17 items and drop two other items which
your expert considers less sensitive.
Two, for the same reason my friend wonders if you could
drop the provision of a tax ceiling on TQ210 and TQ104 described
in paragraph 2, subparagraph c, number 3 on page 5. My friend
hopes to solve the question through consultation as a special case.
K:
You understand I am in no position to make any commitments
on these things. I do not understand it.
Y:
My friend is making a request. He hopes we can make arrange-
ments to solve the question through consultation as a special case.
By making these two as a request, he is not asking you to reduce the
actual coverage of the overall restrictions. My friend appreciates
that the overall coverage has to be above 50 per cent as emphasized.
My friend needs the political claim here at home that the U.S. made
major concessions by having agreed to our formal proposal of 17 items
under six groups. That is all he needs.
K:
Otherwise, our proposal is acceptable?
Y:
Let me give you three more points.
Third, with regard to excessive concentration, we will accept
the restriction of three per cent within a group as described by
paragraph 2, subparagraph C. 4. Thereby, essentially we accept
the categorical restrictions. However, my friend would prefer a
different form rather than a formal provision. Could you consider
sending a formal letter from your expert to our expert. Our expert
would acknowledge it, and we would be bound by it and honor it.
This formula has been discussed personally by Mr. S, your expert,
with our expert in the last meeting, and this is far more desirable
for my friend for home consumption.
