L: What I wanted to talk briefly to you about, I want to talk with Geo. Shultz on the
71 budget and I wanted to let you know the problem. You XXX will recall that Geo.
and I when Mayo said I had to take a billion dollars, Geo said that was my estimate.
Our budget went through. They didn't take that much -- $650 million. Congress
deals with authorizations but I am dealing with expenditures. They don't
with certain things but it's a funny piece of paper. They took the lead time out
but not the expenditures. So I would like to limit reduction to $650 million. I
took a cut at the start of the year.
K: I think hewill go with that.
L: I think so but I wanted to talk with you. We are letting the stories ride the way
they are. Meahan wanted the credit for cutting but it's funny cutting.
instead of the billion dollars I thought they might take SO I wanted you to have
the background. I think Geo. will go along with me.
K: If he doesn't, let me know.
L: I think I should talk with you on Friday or Sat.
K: Let's aim for Friday and if not, then we will do it Sat. Someone tells me you
think I talked with Frankel on the bombing halt. That's not true.
L: Bombing halt?
K: Frankel story that we were taken by these and it's not true. Saturday's paper.
L: What's the theme of the story.
K: A tough line.
L: I took a tough line on answering pex Pell.
K: I don't object to your line. I like it. But I wanted you to be aware that I haven't
given a backgrounder.
L: I said it right out in public.
