I: I called because I thought I might want to bring you up to some-
thing in case it broke. Everything is now under control there. I will
tell you briefly. Nachmanoff is up on it too.
K: I understand we are getting a temporary restraining order.
I: Yes, hopefully it is being issued now. The original agreement
was between the Attorney General and Governor Kirk that is VO uld pre-
vent
the boats from going out. But apparently Kirk changed his mind.
Now we hope to get the order but before we were certain of that they came
to me to see what the Coast Guard could do. I asked the Coast Guard if they
had to to delay the boat for reasons of inspection or something like that.
K: That sounds right to me.
I: That's what I wanted you to know we had done. That was the
Governor and the peeple of Florida who wanted the order
from
them.
K: While I've got you, we had a mad letter from Toure1 (?) from
Guinea saying the CIA was involved in a plot. Here is what I propose
to do. We are going to search CIA for anything that could ha ve been
misconstrued this way. Second, we suggest that we send a letter from
the President saying we have no evidence of such participation, that it
would be against our orders but we want all the information they have SO
we can punish the guilty parties.
I: They just put a cable in front of me that's to go out on this matter
authorizing the Ambassador to inform the Minister there that we have not
been involved in any way and we regard with utmost gravity any statement
of theirs saying we had given orders to kill people.
K: It sounds to me like we are in agreement on this. Why don't
Marshall Wright and Newsome get together on this.
I: Okay, I1;11 tell Newsome to work with Wright and clear anything
with them.
But you still might send a letter from the President?
K: Maybe we should send this as a Presidential letter.
I: But it should be more polished in that case.
K: Let's let the two of them work on this and see what they come out with.
