V: Thanks. One more thing. I have written you a letter for your eyes
only in connection with the revised US port security program as it affects
the Great Lakes. Justice, CIA, State and ourselves worked this out
and everybody agreed. It is in order but I am writing you a letter which
indicates there are some problems that might arise with regard to some
ships that are allowed to come down the Great Lakes -- Canada has
allowed them and the US Coast Guard on a reciproca arrangement has
followed the same thing that the Canadians have done. Not toolong ago
a Russian ship came down and there was a little bit of a disturbance.
John Mitchell asked if he could have a copy of the letter I sent to you.
I
didn't see a problem and I am also sending one to State and CIA.
