V: I would like to report my proposal for action I can take today
if it meets with your approval. I have reviewed very carefully the recom-
mendations of the Commandant. [Volpe read Commandant's recommenda-
tions for the Coast Guard Admiral and Captain. ]
I have reviewed this
very carefully. The action I propose is as follows: 'It is my view that NP
no purpose would be served by subjecting either to court martial
both

I therefoer direct the
Commandant to withdraw the
court martial.
K: I will have to check with the President but that sounds good
to me.
V: I fully concur with the letters of reprimand and that both
officers will immediately offer their resignation from the service.
K: My reaction is it sounds good, but let me check with the President.
V: These men will be out of the Coast Guard, but my suggestion
is we don't subject subject them to a court martial. The quicker we can
release this the better, and the fewer leaks we will have.
K: I will get to the President as soon as I can.
Further conversation: 11:16 a. m.
K: I have just talked with the President. He would prefer it if xxxxx your state-
ment rather than saying court martial it was suggested that a court of inquiry
recommended the following actions. Unless the summary will be public.
V: The summary will go to the public. The transcript will go to the Library
of Congress.
K: Then he goes with you.
V: We went with kindness. They are still bumped from the Navybut ?
