K: That is not the statement that is being made. It's simply a summary in 62
we have LDX'd it to you, it's on it's way. The first paragraph is what you have
put out on the understanding. Give assurances and they broadened the under-
standing. There's an understanding between us and the Soviets on relations with
Cuba. We will watch military activity around Cuba closely.
R: If there have been no statements, why should we --
K: They are essentially accurate. This is what he wanted to say at the press
conference and didn't for some reason. Its written out by himself. It doesn't
say they are doing anything wrong in violation.
R: I am afraid it will give that impression.
K: I think they are nibbling away the edges of it.
R: If the President feels there's activity, he wants to do something about it to
cause the other side to reconsider what they are doing, that's one thing but
if
he is responding to a magazine article we are not briefed that they are
doing anything different.
K: Conducting re-fueling operations on submarines out of these ports and
putting in submarine tender and
side by side. It's not a violation but
further movement.

K: I will do that. He should. We are watching it closely.
R: If Al is there, ask him to call me.
K: Let me get this done and he will call you in 10 minutes.
