TELCON Mr. Kissinger/Prof. Yoshida 6:50 m., December 17, 1970 K: I have some disappointing news for you. Y: I see. K: The problem here is we have been talking to our industry and as you recognize an agreement that they don't like doesn't make any sense. We can make no further concessions on anything, not even face saving ones, that's one of the penalties for the past few years. Suggest that we take a few days to see what we can arrange here and you take a few days to see what is possible on your side -- what is possible in the way of modifications and then we will be in touch early next week. Can't even get our people to make even the slightest face saving concessions. Y : What should my friend do? K: Review your counterproposal. If it takes the form you suggested, your friend should see which of the requests you made of me could be eliminated. Y: Could my friend give our counterproposal to our expert as I told you? K: He can but he will be turned down. As I told you, it would be better not to make it as a matter of record. What you should do is see if you can slightly modify some of the suggestions you made yesterday SO that we can tell our people we got a little more than it looked like. At the same time in the meantime we will begin to work with our people to see if they will be more reasonable next week. Y: Let them make it formal. K: A Formal proposal will end the negotiations. Y: Our expert K: I don't what your expert to do anything. If they present it, we will turn it down. Y : I understand but you don't mind doing that because -- would you think there are still some steps for another agreement? K: Early next week we may be able to come up with some suggestions for you that go in the direction that you have had in mind.
