    "ocrText": "TELCON\nMr. Kissinger/Prof. Yoshida\n6:50 m., December 17, 1970\nK:\nI have some disappointing news for you.\nY:\nI see.\nK:\nThe problem here is we have been talking to our industry and as\nyou recognize an agreement that they don't like doesn't make any\nsense. We can make no further concessions on anything, not even\nface saving ones, that's one of the penalties for the past few years.\nSuggest that we take a few days to see what we can arrange here and\nyou take a few days to see what is possible on your side -- what is\npossible in the way of modifications and then we will be in touch\nearly next week. Can't even get our people to make even the slightest\nface saving concessions.\nY :\nWhat should my friend do?\nK:\nReview your counterproposal. If it takes the form you suggested,\nyour friend should see which of the requests you made of me could be\neliminated.\nY:\nCould my friend give our counterproposal to our expert as I told you?\nK:\nHe can but he will be turned down. As I told you, it would be better\nnot to make it as a matter of record. What you should do is see if you\ncan slightly modify some of the suggestions you made yesterday SO that\nwe can tell our people we got a little more than it looked like. At the\nsame time in the meantime we will begin to work with our people to\nsee if they will be more reasonable next week.\nY:\nLet them make it formal.\nK:\nA Formal proposal will end the negotiations.\nY:\nOur expert\nK:\nI don't what your expert to do anything. If they present it, we will\nturn it down.\nY :\nI understand but you don't mind doing that because -- would you think\nthere are still some steps for another agreement?\nK:\nEarly next week we may be able to come up with some suggestions\nfor you that go in the direction that you have had in mind."
