Mr. Kissinger
Secretary Rogers
12/21/70; 8:10 p.m.
K: I hope you are not as partied out as I am.
R: Just about. I just spoke to the President SO
K: You mean on the Ivanov thing? His understanding is that you will
tell Dobrynin he will be released early in the year.
R: After the Congress is gone. Okay, Henry. The only problem on the
strikes on the SAMS Jesus Christ I hope they are more effective than
they usually are. How large?
K: It's a one hour operation and not going to use a lot of planes.
R: The only reservation I have for not doing it is just how effective are
they? I have a feeling that they kid us about it.
K: I feel we have not always had accurate reports. We should certainly
not let them go back to the same three in a very short time.
R: On the policy I have no doubt about it. I thought what the President
said at the press conference was very good and as long as we say they
continue to fire on our reconnaissance planes I don't think we have a
problem.
K: I was interested when Cooper and Aiken were here and they did not
seem to have a problem.
R: My only problem is if it's good. (I missed a part here about a conver-
sation with someone.) It's floating all over town.
K: I hit the Acheson point very well. I said when we have something to
say the Secretary of State will say it.
R: I think it's fine and I wish they would quit sending so many people over
here.
K: He claims that F
put him up to it.
R: I think it's fine. We will see how the stories come out. I thought the
President looked a little tired. I hope he is alright.
K: I wasn't there. I think he ought to get away. He has not really been
away since the election.
