Haldeman has been talking to Wallace and Buzzard thinking I should take tougher line on intelligence things like the line we have had in the past. What I am going to do is put all that human intelligence of investigation of civilians to Gen. Bennett and ask him to report to me. So we don't get hit hard on this. I was shocked yesterday that Moynihan said that Defense was running spies at the conventions. That was the Secret Service. To protect us I will have investigations of civilians under Bennett and get them approved and we don't want to do away with it. K: It willxxx simmer down. L: We are asserting strikt civilian control and the Secy. of Defense is taking control and reassign responsibilities down the line. I will call Haldeman and say it's all I can do. K: And check with me. Sometimes the boys in the front office g etxectix over eager. They all over the place. L: You understand? K: Of course. L: We haven't made much progress on the budget.
