R: Okay. Another thing. Is there any reason in the NSC paper on
understandings -- any reason why we can't make the contents public with-
out reference to the paper itself. Let me read what I have in mind: It's
a quote from President Johnson on October 29 when he said that both
Moscow and Hanoi were "clear that we shall continue reconnaissance
of North Vietnam. 11
K: I don't see any reason why we can't.
R: Here's an understanding we inherited and we have no reason to
doubt it.
K: I think that there is nothing wrong with that.
R: I'll get a paper sent over to you.
