K: And then they don't feel SO frustrated either.
R: No, and on that. I was in a bit of a jam with an answer I gave be-
cause I sounded as if I was saying the understandings were no longer in
effect. Fortunately because we were on the same subject the whole time
Hightower asked that question and I was able to straighten it out. I said
we continue in the understanding, but I don't see why we should be stuck
forever with these understandings.
K: What I liked best and the President likedf was when you said
"If there are no understandings there are no restraints. 11 The President
mentioned to me the Ivanov case -- all he is concerned about is the
Russians should be told before Christmas.
K: He told me that. I am meeting with Dobrynin tomorrow and I
will teld him.
K: That's fine. He doesn't care about the time of the release; just
the time of notifying Dobrynin that it will happen.
R: I've got him coming in tomorrow for that purpose. I'm going to
try to keep it off the record because that's the purpose of my meeting with
him.
K: Good. Marvelous.
R: Okay, thank you Henry.
