Telecon Mr. Kissinger George Shultz 12/23/70; 7:00 .m. K: On the Defense budget my view is -- if we can get a genuine 75.5 without the additions of MAP and the other one, that I think would be a responsible figure. In other words if we can go from 74. 5 to 75.5 I understand that the basis on which you were operating. So with 600 it will be 76. 1. On these items here is what I did -- I told Laird, if you agree, I showed him that chart. He started squealing. I said alright then it goes to the President. If George agrees to the basic figure I will support Shultz on the merits of the analysis. S: I had carried over here a memo to you dated today from Mel Laird -- I got a copy. K: I know. I did not see it yet. S: It basically says we are glad to have increases -- that there is no cut of any kind allowed. K: That he is doing to play his little game. I think we should give them guidance applied to this decision if it is a decision but subject to an appeal on individual items. S: Can we go to the President tomorrow. K: I will be prepared to. S: Suppose I have C or K come in and we ask to see him (President) as early in the morning as possible. K: Except between 10:00 and 11:00 when I am giving a press briefing. S: 9:00 would be okay. K: How about 11:00? S: Would be okay -- he has something tomorrow afternoon. K: You fix it for 11:00. I think we should say -- I want to get clear my understanding is that this 75. 5 only has 100 million of this MAP SO there is a 500 increase that are in addition to and that are not included. What would be up to him would be that the composition of the increase not be the one that Defense recommends be achieved through a combination of additional increase and further cuts. Is that right? S: That's right.
