Second, to what extent are we locked in on various things because of the
budget and the answer to that is that the budget is budgeted right up although
if he wanted to do something like that or delay base closings tax it would
run the Budget up some but we could probably handle it.
K: But delaying the base closings doesn't XXRRX the sum you do not
save
there come out of something else?
S: We could sent up a supplemental or something. The problem with
the base closings is he won't be able to close them in an election year and
then we've got a billion dollars worth of drag on the military with keeping them
open. This is not a positive thing.
All this stuff they don't want dragging
them down and they can't get rid of it.
K: So you are telling me that you db n't want to change the budget?
S: That's right.
K: I'll talk to the President and be back to you.
S: The only thing I can think of -- it's hard to change it at all at this
point, to change it in a manner that won't break into Defense and say you get
half a million more now.
K: That's impossible.
S: That is literally scattered through all these accounts. I don't know that
it is shown in the budget particularly. Really I think it best to leave it alone.
K: I tend to agree with you.
S: It's always possible at the last minute -- I would never say we couldn't
But it would delay the publication of it at this point.
K: I am afraid the stories of your going back to the Pentagon and asking
them for more than they asked for would be bad. It would have been a cinch
two weeks ago. Let me talk to the President and be back to you.
S: Okay, thanks.
