I want you to watch very closely now and over the next few months on this. Let's keep Ron out of it. Have him stonewall it; say no comment. Have him turn it over to State. I11 be having about one press- conference per month and I11 handle it. Here's the point: no matter how well we think it out, let some of the other guys make the hard plays once in a while. K: I already gave him your instructions on this at noon. He didn't say anything today. P: Good. And you're getting out the memo on the Bureau of the Budget? K: Absolutely, this afternoon. P: Just put this out as coming from you. K: Or maybe I could talk with Shultz and he could put it out. P: That's better. Say Laird raised it with me and the way we feel on this is "nothing without the President's approval." My guess is that Schlesinger did this K: Or someone on his staff. P: No, he's loyal; it was probably someone on his staff. Yes, that's much the better way to do it. You could tell Shultz the President got taken on by Laird on this and from now on Shultz should insist on discipline. One thing, I was teed off at that article in Time or Life or something about State being downgraded. What kind of thing is that to say? K: It was in the Times and what it is is a whole series of leaks from State that are false. They said they had the idea for the Annual Review. But this we did in the memo by which you established the system on January 20. P: And something about that DeGaulle thing I proposed. Of course I did it. K: You wrote it by hand! P: Do they think I'm going to just sit there and aarrot them?
