K: And for them to say is it true the President is not well-liked by
the Department but he has done nothing to improve him image here.
P: But it was an anonymous sourse, right?
K: Yes.
P: They really are squirming.
K: And then they have a whole series of nit-picking things.
P: I just read the first page and thought the hell with it. I think this
is just a newspaper guy trying to make trouble. But the problem is they are
making the Secretary look bad when they don't need to. The thing is I do
more in foreign policy then Eisenhower, Kennedy or Johnson. And the
reason is because I know more about it than they did. But look at how
much I delegate. This morning I said okay Bill, you and Hardin work it
out.
K: But they should be in the business of building you up.
P: It's okay. It doesn't hurt us in the country.
K: I talked with Safire and he said it was a kamikaze impulse on the part of then
P: We are now well=positioned on the State of the Union and I think it wise
to put off the other for a week. By that time there will be more interest in it.
K: And I think it is going to be a very good report.
P: I will come out with a constructive statement and maybe take a few
qqestions and on it.
K: I think the best thing is for you to present it on the TV and have a press
conference the next week to take questions on it.
P: The only thing about that is if you present it there has to be some news.
They will say what is the news in this report? You haxe got any idea on that?
K: Let me think for a day or two. I think it is the most comprehensive
statement -- that's its impact.
P: But the State of the Union is also comprehensive. We have got to pick
out something -- I can't go on TV just to say I have put it out without a
