know about -- going with the Maeines and messages they are putting out
to make it look like another Son Tay (thing to keep their troops tied
down)

Okay, now what about
we've got this other plan. The Joint Chiefs
came up with a plan to use PT boats with American advisors. I sent it
back and got a plan to send Vietnamese men up with PT boats in two
areas -- go up and harrass along the coast -- all South Vietnamese.
You think I ought to talk to the President about that? I think I ought to
go ahead
I'11 send over the plan and you can have
a look at it.
All right and we will the other thing down
also.
You think it will bring a great Chinese-Russian reaction?
We sent it out three or four days ago so it's in the
waters, but we'll keep it low. Maybe Thursday or Friday. This
other thing I will send over and you can look at it.
