The President\ntold Ron to call me in there. It was a direct Presidential order. When\nI heard about it I didn't want to do it and I told Alex immediately. Basically\na factual meeting with them. How the supply system operates and how\nthe trail operates but it was not done not only at my request but I didn't\nwant to do it when I found out about it.\nR: How many were there?\nK: There were about 5. It was not a background session, there was no\nrecord kept, it was only factual. Ziegler called me into his office.\nR: There was no record kept?\nK: No, none.\nR: I just don't want to be confronted with another Cambodia - with\nHerb Klein and everybody else talking.\nK: I agree with you Bill. It was done by direct order of the President.\nThis was not a backgrounder but a factual session and most of the talking\nout of here was done by Ziegler.\nR: Will I am just afraid that there will be a repetition of the Cambodian\noperation.\nK: You will not have a repetition of what we had last year. There was\nno comment on how the decisions were made or anything like that. Just\nhow the system operates and why Route 9 is important and\nmuch\nof that they should not judge on the basis of what was picked up. I said\nnothing about decisions - almost entirely factual. When I heard about\nit I was profoundly concerned and immediately told Alex. I did not\nwant to do it.\nR: I have trouble understanding this system. We all get together and\nsolemnly agree that no one will say anything and the first thing I know\nthe White House keeps violating the rules.\nK: Bill, we have all played so well in this exercize. If something like\nthis happens again I will go directly to you and perhaps we can go\ntogether. I am sorry about this.\nR: OK"
