    "ocrText": "Telecon\nSecretary Rogers\n2/5/71 11:30 a. m.\nR: In that breakfast with the President, we talked afterward. He agrees\nthere shouldn't be a briefing on Saturday.\nI\nMel in too. I think\nit is important to get these briefings all the same. They are briefing out\nthere and there are a bouple of people briefing here\nK: I asked them to have a text at the meeting this afternoon and for\neveryone to agreed that the briefings will have no content other than what\nwe agree on.\nR: Mel said that in the briefing of Jerry Ford we told him the whole\nmilitary plan. Didn't tell Mike.\nK: We told Stennis, not Ford.\nR: We said to Mike that it would be of limited duration (that is mandatory\nbecause of the weather) but that it could be much shorter depending on how it\nwent. We said that the objective is to disrupt the sanctuaries and to make\nthe area unuseful for the enemy.\nK: The only one who got a particularly full plan was Stennis. We inter-\ncepted Moorer today to make sure he didn't tell Albert everything. We didn't\ntell Albert except in a very vague way about the helo lift because if the road\nis open we may not have to use it.\nR: We said it might include a lift of South Vietnamese by American helos.\nK: We didn't go quite that far with Mike or Albert but they could deduce.\nR: For the first three or four days I have a feeling there won't be much\nhappening.\nK: Unless there is fighting, but I suspect there won't be much fighting.\nR: The air part is hairy. It could end up with a real disaster. The\nidea that they are going to be mobile doesn't xight ring true. Got to keep\nthe airport. They are going to have to hold it when we fly in.\nK: Essential, yes. But we won't go with that part until the others are in\nstriking distance.\nR: Right.\nK: Unless the others within a few hours away couldn't do it. How did\nMansfield take it?\nR: It was hard to tell. Noncommittal. He is opposed to it, but hopefully\nmoderate."
