V: I have nothing very important to report from our part of the world. I was
very uneasy about the German a month ago because he had too much prestige
in this thing but now he is in the good camp but he has invested so much
prestige in la this thing that he has polarized the domestic political life in
Germany and put himself into the hands of the other party. But I am a little
easier. The gambleis whether he has success in telling his people that he
has done what he can and it's failed or that he has done what he has for CXIXSXSK
success.
K: He makes one unfavorable treaty and then make another unfavorable treaty
to radify the first.
V: I am less uneasy about it then 2-3 weeks ago. He is weak but loyal. The
British are in a mess but they have a tough Prime Minister.
K: He is surprisingly tough.
V: It' doesn't surprise me at all.
K: It surprises me.
V:
I
think inspite of all ? ? ? ? ? it should be support to get them in. One
worry and your people could give attention is that the monetary thing is out
of the news and the newspapers but I think the whole monetary situation will be
difficult with regard to US/? Euroep.
K: In what way?
V: It's absolutely clear and the boss is right to give the total priority to
the domestic scene but it means the balance of payments deficit and the world
must hold dollars up with us in an increasingly difficult way. Whether they
will create dangerious tensions in '71, I take into account.
K: The French are behaving notably on Laos.
V: And their drive in Europe is to do something nasty against the dollar. You
should be tough in this respect and tell them they can choose between the dollar
and something else. It's SO out of the limelight and it's one of the main problems
of 1971.
K: Right. We are getting Peterson here for the international economic policy
and that will help us.
