P: People are sick of the talks.
K: What would be helpful while Laos is going on not to pace prisoners to withdrawal
because they will offer right away. It would be better to wait until the Thieu
re-election.
P: Suppose they O ffer to return our prisoners in xbxx exchange for total withdrawa
The answer is no, isn't it?
K: We have never said it but it's what our plan has been. Later on we should.
P: They might make that offer.
K: And throw EXEXXIXE everything into a havoc.
P: That;s Mansfield's suggestion. We should totally withdraw in eschange for
the prisoners. We can't do that.
K: Not now.
P: We have made a comprehensive proposal and we are skanxixxxxxx standing by
it.
We will not (deviate ?) from it this time. It's well to say time is running out
xfxwexxx as far as negotiations are concerned.
K: Very useful.
P: One thing I suggest is I noted a line that was reported out of the Cabinet meeting
on the tough days ahead. We should indicate that things can be tough but that
theme gives an unnecessary contour to the situation.
K: He is extremely nervous right now. We shouldn't play that..
P: I don't think when Ron hexex hears one like that that he should report it
verbatim. What a person like Laird says. What's Laird doing now?
K: It's some of these casualites. They are less than 1/2 than Cambodia. 50
isn't bad. Until recently we hadn't lower. A year ago I think it was above 100.
P: I don't need it because the 50 will be announced today. But Ron should have
that. He didn't reflect -- his reports to the press should be basically a little
less repeating. These fellows like Laird don't figure out what they are going to
say. None of us do.
K: And this was off the cuff.
