TELECON
Secretary Rogers/Mr. Kissinger
5:40 p.m., February 17, 1971
R:
I wanted to check on what you want. I don't want to send our
report over until I have a chance to go over it. If it's going to be
delayed for 3-4 weeks as the President said
K:
I wanted to look through it as a check list for topics.
R:
We can send you the index. I don't want any circulation until
I go over it. Obviously the President should decide on what to put in,
and ours has to be consistent with his. If anything is unsatisfactory,
we will change it.
K:
There are two problems
one is consistency and to see if
there are any gaps. We only have 48 hours to see if there are any
topics we should have covered.
R:
I don't want any circulation of ours until I have looked at it.
I have glanced over the contents as to general subject matter and
general format. I have told my people it has to be totally consistent
with the President's report. I don't want it to get around until I go
over it.
K:
I won't make an issue of it. We went through this last year.
Pederson and I had an agreement. But if you don't want to do it,
you don't have to do it. It's fine with me.
R:
Let me repeat -- I have to look at it.
K:
We wanted to see if there were any gaps in ours that should
be covered and weren't covered. For example, Mexico wasn't mentioned
your people hadn't flagged it to us. It's deserving of two sentences.
I am sure we have all the important things.
R:
On the Mexican thing, there's no reason why
It's nothing
serious, but it's a good thing to have.
K:
He was involved in meetings with the Mexicans twice. It isn't
a big deal; no one who reads the report will notice, but the Mexicans
might wonder, in 55,000 words, why we couldn't remember his visit
there.
