K:
I was talking to the President about that visit of the aircraft
carrier to Chile. Has that come to your attention?
R:
No.
K:
When Zumwalt was down there, he was being feted by the
Chilean navy. They took him into Allende. He got carried away
and promised a visit of an aircraft carrier on its way to the Pacific.
We have to make a decision by tomorrow.
R:
Why send it to Chile?
K:
That is the President's view. If you
shared his view about being leery, we could unite on it.
R:
We are trying to be proper but cool with Chile.
K:
They have municipal elections in Cuba soon. Allende will
use this.
R:
He will say they don't have to be nice to the United States to
get what they want.
K:
Zumwalt says this is a way of strengthening the military whom
we are counting on.
R:
But Allende will take the crêdit.
K:
I agree with you. I think basically in the public mind Allende
will get credit from it. No matter what you do to the U.S. you don't
have to be a friend.
R:
You can go further and say, 'you get more attention if you
XIX kick the U. S. in the teeth. I We haven't sent nuclear aircraft
carriers to other Latin American countries.
K:
Except to Rio.
R:
Relations with Peru are better than Chile. Tell the President
my view is not to do it.
