Joseph Sisco/Mr. Kissinger (not verbatim) February 27, 1971 5:05 p.m. jlj S: Henry. I just wanted to tell you I sent over with Hal a cable and I sent it to the Secretary with a chit that I thought it should be cleared with the White House. K: If I understand the meeting this morning I thought everything should be cleared over here. To whom does it go and what does it say? S: You have not seen the cable? K: No. S: It is just a cable - what I am trying to avoid is what could happen on Monday. The Israelis go back to Jarring on Monday - K: They will not change their position. S: Just hear me out a minute Henry. Jarring in order to control the damage and keep everything cool. In this cable I have laid down a little scenario and I think we should go to both Tel Aviv and Cairo and get their views over the weekend. K: I can give you what Cairo will say. I could write the response. Look, I have no overwhelming desire to get stuck XXXX with it. What do you think was decided? S: I do not think that anything was decided at the meeting today. Just that klaatx there was a general consensus that we have to do something either in Eour the Council or floor that buys time. K: If they say "A" are we going to drive them from issue to issue? The President ought to get an answer on this. S: Don't you think we covered that in this meeting? We are just going to buy timesex time. K: How? S: I want you to look at this cable. I think it will answer some of your questions. K: What I am trying to get for the President is what comes afterwards - where will to we go. You know that the next tactical move may lead to next six moves. S: I have a paper on the overall program and where we go from here and the results but I X have been working 18 hours a day Henry.
