What I have on my mind is\nthat I think about this public statement tomorrow you should definitely check\nit with the President.\nS: I got the word on that Henry. I am not saying we have to make it. I just\nwant to be prepared in case it is necessary.\nK: We cannot respond until we know what the Egyptians say.\nS: We know. Jarring met with them this morning.\nK: What did they say.\nS: They just communicated it to Cairo. But I am not going to do anything\nwithout checking with you.\nK: Why do we have to put out this cable?\nS: We want to preempt the Soviets, control reactions and reassure Egyptians.\nI have sent the cable. I can tell you that. I think it is the right move. Henry,\nI have two things for you. About this cooling rhetoric that you talked to me\nabout. I sent a personal telegram to about 7 Ambassadors telling them to keep\neverything low-key, keep cool, keep our objectives in mind and not let our\nwishes and disappointment at the response - resist any temptation to say things.\nSecondly, if you can take a minute. I think we know now what we have to produce.\nI am working on a paper which will study all of the things we want. Israel will\nnot move to international border as long as this is the only thing we are\nfocusing on.\nK: I completely agree.\nS: This will be a total package in two ways. Relate to the inducements. I am\ngoing to come up with a paper which I am writing right now. It will take me a\nday or SO and we will recommend to the President that we make a total effort -\nprivate discussions between ourselves and the Israelis with a common understanding\nas to what package we with are willing to stand on together. Israel agree to Rogers\nplan with following modifications and additions - 4 power UN force in Sharmel\nShiek\nsupport in demilitarization of Sinai or substantial rather then total.\nK: Territory or numbers?\nS: Territory."
