About this cooling rhetoric that you talked to me about. I sent a personal telegram to about 7 Ambassadors telling them to keep everything low-key, keep cool, keep our objectives in mind and not let our wishes and disappointment at the response - resist any temptation to say things. Secondly, if you can take a minute. I think we know now what we have to produce. I am working on a paper which will study all of the things we want.
