S: Two things Henry. You were returning my call weren't you?
K: No. I didn't know that you had called me. What I have on my mind is
that I think about this public statement tomorrow you should definitely check
it with the President.
S: I got the word on that Henry. I am not saying we have to make it. I just
want to be prepared in case it is necessary.
K: We cannot respond until we know what the Egyptians say.
S: We know. Jarring met with them this morning.
K: What did they say.
S: They just communicated it to Cairo. But I am not going to do anything
without checking with you.
K: Why do we have to put out this cable?
S: We want to preempt the Soviets, control reactions and reassure Egyptians.
I have sent the cable. I can tell you that. I think it is the right move. Henry,
I have two things for you. About this cooling rhetoric that you talked to me
about. I sent a personal telegram to about 7 Ambassadors telling them to keep
everything low-key, keep cool, keep our objectives in mind and not let our
wishes and disappointment at the response - resist any temptation to say things.
Secondly, if you can take a minute. I think we know now what we have to produce.
I am working on a paper which will study all of the things we want. Israel will
not move to international border as long as this is the only thing we are
focusing on.
K: I completely agree.
S: This will be a total package in two ways. Relate to the inducements. I am
going to come up with a paper which I am writing right now. It will take me a
day or SO and we will recommend to the President that we make a total effort -
private discussions between ourselves and the Israelis with a common understanding
as to what package we with are willing to stand on together. In - what will it be.
I will try to sketch it out for you. The President asked the right question the other
day. On border agree what to do and what not to do. Israel agree to Rogers
plan with following modifications and additions - 4 power UN force in Sharmel
Shiek
support in demilitarization of Sinai or substantial rather then total.
K: Territory or numbers?
S: Territory.
