That will teach you to give us a summary. If we\nare going to write small novels\nWe got most of our ties caught\nin the machinery.\nK:\nI am not complaining.\nS:\nI am passing on to you a thought if you think about it next year\na summary might help us and you. But that's not the reason I called.\nSome of the comments you made this morning with the Kalbs -- particularly\nthe question about going north\nAt one point you are quoted as saying\n[and\nRick Smith read this - - having to do with 'we are not threatening\nNorth Vietnam']. I took it that you mean we are not thinking about using\nground troops in Vietnam.\nK:\nThat is a fair statement.\nS:\nWe have asked both the White House and the State Department\nabout that. There seems to be reluctance on that point.\nK:\nI have trouble enough explaining reluctance of mine.\nS:\nIs it to leave the other side guessing? On South Vietnam, does\nthis appear to be a considered set of thoughts that Thieu is asking\nfor planning on a North Vietnamese incursion.\nK:\nFor a newspaper to be SO worried\nI would eliminate a\nnumber of my worries if I were you. If you are worried about holding\non in Laos, you can't be worried about going north. I don't want to\nspeculate any further. I think I have been very clear.\nS:\nIn other words, we are not to worry about it. We want to\nunderstand whether anyone else is trying to arrange a national campaign.\nK:\nI will leave it at what I said. I wish I could be more helpful.\nS:\nI do, too.
