Hedrick Smith/Mr. Kissinger
3:43 p. m., , February 26, 1971
S:
Good afternoon. How are you? How do you feel seeing your
prose excerpted? That will teach you to give us a summary. If we
are going to write small novels
We got most of our ties caught
in the machinery.
K:
I am not complaining.
S:
I am passing on to you a thought if you think about it next year
a summary might help us and you. But that's not the reason I called.
Some of the comments you made this morning with the Kalbs -- particularly
the question about going north
At one point you are quoted as saying
[and
Rick Smith read this - - having to do with 'we are not threatening
North Vietnam']. I took it that you mean we are not thinking about using
ground troops in Vietnam.
K:
That is a fair statement.
S:
We have asked both the White House and the State Department
about that. There seems to be reluctance on that point.
K:
I have trouble enough explaining reluctance of mine.
S:
Is it to leave the other side guessing? On South Vietnam, does
this appear to be a considered set of thoughts that Thieu is asking
for planning on a North Vietnamese incursion.
K:
For a newspaper to be SO worried
I would eliminate a
number of my worries if I were you. If you are worried about holding
on in Laos, you can't be worried about going north. I don't want to
speculate any further. I think I have been very clear.
S:
In other words, we are not to worry about it. We want to
understand whether anyone else is trying to arrange a national campaign.
K:
I will leave it at what I said. I wish I could be more helpful.
S:
I do, too. I will try again another time.
