TELCON Scotty Reston/Kissinger 10:30 a. m. 3/1/71 K: Can I make a personal point that is not a complaint but a reflection on our time? What I -- I don't want you to correct anything but I am saddened when I see someone of your moral stature make a point -- 65-45 and you will stick with it 100%. The thing I was trying to say that makes this present situation so sad in this country -- if you put Harriman and me in the same room the difference between us is 10% but when they speak it has to come out -- any decision is 100%. You can reverse it but the fact that it's done and thoughtfully, a comment pro or con doesn't ? ? ? . That's the point I was trying to make. R: You didn't make it. K: But not what you are making either. The fact that we are stuck with it. I am not complaining but things are being done that must be debated. R: But they are not being debated. We are being tricked. There's not an honest debate between you and the critics on your policy. Not at all. K: It's not true. The one thing I am not doing is & testifying before Congress. No one has met with more college groups or outside groups than I have. You have violent disagreements with what's being done and that's sad enough. R: I don't disagree with that but I am talking about the central question here. town This XXIXE is riddled with mistrust. It wasn't worse even during the Johnson time. I believed for awhire but I don't any more. K: That your entitled to do. We will have to see how it looks after awhile. R: The decision of this government going across an international border without the President saying a word. The President seeing only those who support his position and not others. It's shoddy. K: I am not here to argue the public relations policy. I think the systematic attack on the credibility is not the most elevating but I see no point in our throwing things back and forth now. It's barely conceivable that there are serious people on both sides. R: I think there are. K: It's also conceivable that we have the same objectives. The assumption of virtue on one side -- R: I don't think -- there's that element and there always has been.
