M: He says the same about you. Nothing quotable?
K: No, not proper for me to get into a debate with a senior Sem tor.
These things you can mention factually on your own authority but I don't want to
promote X this controversy.
M: We now klx have the President's satement from Ziegler. Aiken has
made a statement regarding the letter the President woote to him on February
9 regarding Secretary Rogers.
K: I know of no decision in which Rogers was not a full participant.
Again this is not for quotation. Elliot Richardson cal tell you how the process
operates.
M: I don't know/f we've got a one-day flurry or more than that.
is giving a speech tonight in Talahassee. I've got the text here. [reads]
"Occasionally the President's Assistant for National Security Affairs holds
bakkground sessions for the press. Under no circumstances however will Mr.
Kissinger or a member of his staff testify. 11
K: This is a peculiarity of all Presidential assistants, not of me.
M: A reference we have is a letter that was sent to you - - have no date --
about a year ago raising the question of asking you to come to the committee.
They got the same reply as the committee previously received from McGeorge
Bundy.
K: I have no recollection of it, but will have to check it. It would have
been handled in the same way.
M: There was a proposal for how to work out a meeting -- maybe at a
club. And it ended up at Fulbright's house.
K: Right.
M: This helps straighten out the factual stuff.
K: Right, but I don't want to be quoted. It's a sign of the times everyone
is a little edgy.
