Mr. Kissinger/Secretary Laird
(not verbatim)
March 4, 1971 9:35 a. m.
jlj
L: I just wanted to chat with you about a minute or two about a couple
of things. I am going to be up on the Hill all the rest of this week and
all of next. I do not get a chance to talk with you as often as I would
like to. There is one thing that I wanted you to be aware of because it
might leak out and I want you to be aware of it. The Appropriations
Committee was briefed by Helms on all of our intelligence operations.
He was asked if there was evidence of prisoners at Son Tay and he said
he would not want to get into that. Then he was asked if there was
evidence of prisoners not being there. In response to that he said that
this was a difference of opinion between Senator Fulbright and IXTXEX
Secretary Laird and he did not want to get into it.
K: God Dam it!! That is disgusting.
L: Now don't get upset about it Henry. I will handle it and I didn't tell
you so you would get upset about it. I just wanted you to know what had
happened in case anything came out on it. I was at a party last night
and several people came up and asked me about it.
K: Did you talk to Helms about it?
L: Yes.
K: What did he say?
L: Well, he said he thought it was a little indiscreet but he has been getting
so much heat on intelligence questions that he said perhaps he did back
away from this one. I told him I could tell him one thing well in advance,
that if he and Fulbright had a difference of opinion that I would be the one
defending Dick Helms.
K: He is not a neutral figure. I may talk to him about this.
L: No. I will handle it Henry. They are going to question me on this
this afternoon and I will take care of it then. Helms said he did not
react quite possibly the way he should have.
K: You and Fulbright are not on the same level as far as Helms is
concerned.
L: I just wanted you to know in case the story might leak. Long talked to
Rhoads.
K: Who is Long?
