TELECON Secretary Rogers/Mr. Kissinger 12:20 p. m., March 8, 1971 R: On the textile matter, I am not sure I am in accord with the draft press statement we worked out. I don't think the President will want to acquiesce SO soon. It would be difficult for him to do it. K: Are we acquiescing? R: As the statement is drafted. Don't give him this statement yet. K: I haven't see it, actually. We told Ziegler to say we are studying it. R: We sent a statement over to you. K: I will stop it. Flanigan is calling a meeting at 3:30 of all interested agencies. He, Stans, and the political people are pushing in the opposite direction of rejecting it. R: Our posture is damned important. If we reject it tongue-in-cheek as everyone wants We can't acquiesce or he will lose the benefit he is trying to get with the textile people. We have to take his political questions into account. K: On our side here, I will hold to our position. We are studying it and have nothing to say until we have the interdepartmental meeting this afternoon. R: Okay, Henry. lds
