TELCON Mr. Kissinger/Secretary Laird 6:45 p. m., March 9, 1971 K: I had one problem which I don't want to -- the message by Sutherland -- you know the message by Abrams which suggests that the South Vietnamese are slacking off a bit. I talked with the President this afternoon and the President feels they ought to stay in as long as they can stay in there. We will give them any support they need at least until they can get closer. L: When Thieu briefed on this, he always thought 5-8 weeks. He thought he had a great security (?) and a political impact. I have a message going out to Abrams encouraging them to stay a little while. You know what Thieu's job is. K: I don't but I suspect that it is what it is. I talked with the President and the President feels that when you are hurting the guy, make it pay as much as possible. You were the one that was telling us at the beginnning. L: Thieu put out that he has accomplished a year's work already. K: But that's not true. Do anything you can do to make them stay as closs to May 1st as you can. L: I will do that. K: Okay
